Bill Parmenter | Honoree for July 26th, 2024

P.O. Bill Parmenter has been with the Suffolk County Police Department since October 2023. Prior to that he was in the United States Coast Guard for just over 9 years. On July 3rd, 2024, he was fishing over 80 miles due south of Hampton Bays with his friends. At approximately 2:00 pm they overheard a MAYDAY call of a man bleeding out from multiple cuts on his leg. They were only 5 miles away and offered assistance stating they had an EMT on board (Parmenter) with a trauma first aid kit. We arrived and found Norman Orsinger, a 66-year-old male from Patchogue with severe lacerations from large fishing hooks that were still attached to a massive Yellowfin Tuna that was thrashing around underneath his legs. He was able to Render Aid to Norman Orsinger by applying two tourniquets to each of Normans Legs, then make contact with the USCG Command center while the owner for the boat headed towards Shinnecock Inlet. When approximately 20 miles south of land a USCG Helicopter contacted them and sent an Aviation Survival Technician who dropped from the sky and swam over to the boat. After the USCG received Norman, they transported him to MacArthur Airport where Suffolk County Police Aviation was able to transport him to Stonybrook Hospital where he was treated and released the next day.
